Get quay anarchy, it allows for quays to be used anywhere on the map, like road anarchy.

Dude you need the "Move It" mod... you can move and adjust everything in game including the path heights or assets, roads, props etc. You can move them in all directions with this mod.

I've been in dubai and at 2:10 there is no quays there but rocks.
Also, there are PLENTY of pool assets! But they are not that large :| -

The amount of detail that you put into this is incredible and I am appalled that you do not have more subs. Man if you keep up work like this and keep putting this amount of effort into your city, it really shows how much you care about it to your audience. You just earned one more sub and if you keep making content like this I am positive thousands more will come.
